Either he's being heavily sarcastic, or he has a TA to do the grading. (As I think I've mentioned before, I become a major proponent of just following the rules/directions mostly when students' failing to do so leads to my spending 30 minutes sorting out the grading of three small assignments that would have taken 3 minutes each, tops, to grade if they'd been completed correctly, put in the right place, etc., etc.)
